This was a right rivetting demonstration to attach the bar onto the base of the wagon.
The chap with the gas torch was heating the rivets up to white hot, they were then being picked up by the chap with the tongs and located into the hole in the base of the wagon. With a 5th guy working underneath the wagon the rivet was then flattened off against the underside of the wagon.
